Allows permanently physically disabled electors to obtain permanent absentee ballot status by filing an application with certification from a primary care provider indicating they are unable to appear in person at their polling location.

Permanently disabled electors receiving permanent absentee status automatically receive an absentee ballot for each election, primary, or referendum in their municipality for which they are eligible to vote.

Permanent absentee ballot status remains in effect until the elector is removed from the voter registry, removed from permanent status per statute, or requests to no longer receive ballots.

Registrars of voters must send written notice each January to electors with permanent absentee status to verify they still reside at their registered address.

Electors who fail to return the verification notice within 30 days or whose notice is returned as undeliverable are removed from permanent absentee ballot status; failure to return notice does not remove them from the general voter registry.
