Requires the Governor to issue writs of election within 10 days after a probate judge vacancy or impending vacancy occurs, with the election held 46 days after issuance of the writs.

Prohibits special probate judge elections from being held on Saturdays or Sundays, but allows consolidation with regular November state or municipal elections if a vacancy occurs between the 125th and 49th day before the election.

Prevents special elections if a vacancy occurs after the 49th day before a regular state election but before the Wednesday following the first Monday of January of the next year.

Requires the Secretary of the State, Treasurer, and Comptroller to count and declare votes within 30 days of the election and report results to the Governor within 10 days thereafter.

Mandates that any probate judge who resigns must provide written notification to the Probate Court Administrator.
