Eliminates the exemption that previously allowed contributions of $50 or less from a single individual to be reported only as an aggregate total, requiring all contributions to be individually identified with donor name and address.

Requires contributors to provide employer information and certification of eligibility at the time of contribution for donations to candidates for statewide office, state legislature, Governor, or Lieutenant Governor.

Mandates campaign treasurers to request missing required information by certified mail within three business days and withhold deposit of contributions until information is received or return the contribution if not provided within fourteen days.

Provides campaign treasurers with a complete defense against enforcement actions if contributors fail to provide required occupation, employer, or eligibility certification information.

Takes effect January 1, 2013 and applies to all primary elections and elections held after that date.
