Eliminates the position of challenger as a polling place official, effective July 1, 2012.

Removes language allowing registrars to appoint challengers and instead allows any elector to challenge a voter's right to vote based on identity, disfranchisement, or lack of bona fide residence.

Removes challenger positions from polling place official staffing requirements for municipalities with one or more voting districts.

Removes challenger positions from primary polling place official staffing requirements.

Prohibits 16 and 17-year-old poll workers from serving as challengers in elections or primaries, limiting their roles to checkers, translators, voting tabulator tenders, or candidate checkers.
