Establishes definitions for "certified clean marina" (facility meeting DEEP's voluntary clean marina program standards) and "pledged clean marina" (facility committed to certification within one year).

Grants certified and pledged clean marinas at least 40 percent of project costs for sediment, dredging, or disposal projects funded under section 22a-477 of the general statutes.

Requires the Department of Energy and Environmental Protection to potentially recoup grant funds from pledged clean marinas that fail to achieve certified status within one year of pledging.

Takes effect July 1, 2012.
