Establishes a Regulatory Fairness Board to advise the Commissioner of Economic and Community Development on small business concerns regarding state agency enforcement and regulations.

Board composition includes chairpersons and ranking members of the joint standing committee on commerce (or their designees) plus four members appointed by the commissioner within 90 days of the effective date.

Board shall hold at least four forums in geographically diverse areas of the state to solicit input from businesses regarding potential regulatory reform.

Initial appointments consist of two members for two-year terms and two for three-year terms; subsequent appointments shall be for four-year terms, with vacancies filled by the commissioner.

Board must submit annual reports to the joint standing committee on commerce by January 1, 2013, and each year thereafter with suggestions for regulatory reform; members serve without compensation.
