SB 228 - Technical Revisions to Energy and Technology Statutes

• Replaces all references to "department" with "authority" throughout energy and technology statutes, including sections governing nuclear power decommissioning financing, Seabrook 1 nuclear facility construction costs, telecommunications services, cable television operations, and pipeline safety.

• Modifies economic recovery revenue bonds definition to remove language referencing offsets from Energy Conservation and Load Management Fund charges and repeals related provisions from section 16-245f.

• Updates telecommunications law provisions including goals for universal service availability, competitive market development, and reporting requirements to the joint standing committee on energy and technology.

• Establishes that furnace or boiler replacement rebates cannot be claimed if a person received a full-cost monetary grant from another state or federal program, though recipients of low-interest loans remain eligible.

• Adds Department of Energy to the Interagency Aquaculture Coordinating Committee alongside the Departments of Agriculture and Environmental Protection.
