Extends the moratorium on new nursing home beds in Connecticut from June 30, 2012 through June 30, 2016, with exceptions for AIDS/traumatic brain injury care, continuing care facilities, and bed relocations that reduce overall state bed count.

Permits up to 20 additional beds for non-Medicaid/Medicare nursing facilities that provide care regardless of residents' income and guarantee lifetime services without state participation.

Permits up to 20 beds for free-standing hospice facilities operated by organizations previously authorized by the Department of Public Health.

Allows relocation of up to 60 Medicaid certified beds within the same municipality in cities with estimated 2004 populations of 125,000.

Prohibits issuance or renewal of licenses for long-term care hospitals participating in Medicare until June 30, 2017, unless the facility was Medicare-certified as of January 1, 2012.
