Repeals and replaces Section 7-127b of the general statutes to clarify the appointment and duties of municipal agents for elderly persons in each municipality.

Simplifies appointment qualifications by allowing agents to be members of aging-related agencies, municipal employees, or responsible residents with demonstrated interest in elderly services.

Clarifies agent duties to include disseminating information about community resources, assisting elderly persons in applying for federal and other benefits, and reporting needs and recommendations to municipal officials and the Department of Social Services.

Allows municipal agents to serve two or four year terms at the discretion of the appointing authority and permits appointment of assistant agents as needed.

Modifies Department of Social Services responsibilities to provide guidelines and training to municipal agents in cooperation with area agencies on aging, rather than mandating specific training session requirements.
