Establishes a separate and distinct Medicaid reimbursement rate for emergency room physicians who provide professional services to Medicaid beneficiaries in hospital emergency rooms, effective July 1, 2012.

Applies to emergency room physicians who are not compensated by the hospital through salary or percentage of fees for their services.

Requires the Commissioner of Social Services to set the emergency room physician rate separately from the hospital's emergency room visit rate.

Maintains existing provisions regarding hospital outpatient clinic and emergency room visit rates, with the physician services payment being distinct from the facility payment.
