Allows the Labor Department administrator to disclose unemployment information to the president of the Board of Regents for Higher Education for evaluating programs at higher education institutions governed by the board.

Requires written agreements between the Labor Department and the Board of Regents president that include safeguards protecting confidentiality of disclosed information.

Mandates physical and electronic security measures, including secure storage, access restrictions to authorized personnel only, and employee training on confidentiality sanctions.

Prohibits redisclosure of confidential information without written approval from the Labor Department administrator and requires destruction or return of information after use.

Establishes penalties of up to $200 fine and/or six months imprisonment for employees or agents who unlawfully disclose confidential information, with prohibition from further access.
