Expands the Learn Here, Live Here program to provide income tax incentives for graduates of Connecticut public higher education institutions and regional vocational-technical schools to purchase first homes in the state.

Increases the annual cap on total program funds from $1 million to $10 million per calendar year.

Allows eligible graduates to have up to $2,500 in annual income tax liability segregated into a dedicated account for up to ten years following graduation, which can be withdrawn for first home purchases.

Renames the "Connecticut first-time homebuyers account" to the "Learn Here, Live Here account" to reflect the program's expanded scope.

Takes effect July 1, 2012, and applies to graduates on or after January 1, 2014.
