Establishes that peace officers who interfere with members of the public taking photographs or video recordings of police officers performing their duties may be held liable in civil court, effective October 1, 2012.

Provides exceptions to civil liability if a peace officer had reasonable grounds to believe interference was necessary to enforce criminal law, protect public safety, preserve crime scene integrity, or safeguard privacy interests including victims' privacy.

Includes an additional exception allowing officers to enforce court rules and Judicial Branch policies restricting photography and recording in judicial facilities.

Defines "peace officer" according to existing state statute section 53a-3.
