Redefines "animal importer" to include persons who bring or accept dogs or cats into the state with intent to offer them for sale, adoption, or transfer after entry, encompassing commercial and nonprofit rescue, adoption, and relocation organizations.

Eliminates requirements for veterinary examination within 48 hours and every 90 days thereafter, replacing them with a single examination requirement by a licensed veterinarian within 15 days prior to sale, adoption, or transfer confirming the animal is free of illness and disease.

Requires animal importers to maintain veterinary service records for each imported dog or cat for three years, with violations subject to fines up to $500 per animal.
