Allows the Comptroller to offer state employee health insurance coverage to nonstate public employees, municipal-related employees, small employers (50 or fewer employees), and nonprofit employers, effective September 1, 2012.

Requires employers to submit applications for coverage; applications for partial employee enrollment are reviewed by the Health Care Costs Containment Committee to ensure they do not shift disproportionate medical risks to the state plan.

Establishes premium payments at the same rate as state employees pay, with the Comptroller authorized to charge an administrative fee on a per-member-per-month basis.

For nonstate public employees covered by collective bargaining, initial participation in the state plan is a permissive subject of bargaining, while continuation after initial participation becomes mandatory and subject to binding interest arbitration.

Requires State Employees' Bargaining Agent Coalition consent before implementation and establishes advisory committees for nonstate public sector and private sector employers to make recommendations to the Health Care Costs Containment Committee.
