Commissioner of Consumer Protection, in consultation with the Commissioner of Public Health, shall adopt regulations by January 1, 2013 identifying tobacco-related substances and products dangerous to persons under 18 years of age.

Regulations shall include a list of prohibited items such as rolling paper, smoking pipes, air-driven pipes, water pipes, smoking tubes, smoking masks, and bongs.

Sale of any listed substance, item, or product to any person under 18 years of age is prohibited.

Commissioner of Consumer Protection shall post adopted regulations on the Department of Consumer Protection's website and update them annually.

Violation of the prohibition on sales to minors is classified as a class B misdemeanor.
