Establishes income eligibility standards for Care 4 Kids child care subsidy program at up to 50% of state-wide median income, with commissioner authority to increase to 75% and reduce to 55% for families losing temporary family assistance.

Requires the Department of Social Services to provide 30 days' notice before closing enrollment, changing eligibility, or modifying program benefits, except when expanding eligibility.

Grants eligible applicants a minimum 8-month period of program benefits without eligibility redetermination, with commissioner discretion to reduce to 6 months if overpayments increase compared to prior periods.

Adds new provisions allowing up to 12 weeks of continued child care subsidy payment for recipients taking unpaid leave due to childbirth if they intend to return to work and child attends program.

Effective October 1, 2012, with requirements for providers to submit information including names, addresses, and health/insurance details to maintain reimbursement eligibility.
