Labor Department, in consultation with the Department of Education and Office of Financial and Academic Affairs for Higher Education, shall develop a comprehensive youth employment system effective July 1, 2012

Youth employment system shall create summer and year-round employment opportunities for youth and support career pathways providing skills and access to good jobs and successful careers

System shall provide training and employment options, in-depth support services, integrated education, skill training, work experience leading to credentials, postsecondary educational opportunities, and soft skills development including teamwork, leadership, communication, and ethical responsibility

Labor Department shall establish a public-private partnership to expand private sector involvement in youth employment opportunities and consider implementing a tax credit program to incentivize qualified employers to hire youth and young adults in part-time and full-time positions
