Bill Summary: SB 295

• Allows drivers ages 16-17 to transport both parents and siblings together during the first six months after licensure, changing previous restrictions that limited passengers to either parents or one other adult.

• Permits drivers ages 16-17 to transport siblings without a parent present in the vehicle when traveling to and from school or extracurricular activities between 6:00 a.m. and 6:00 p.m., or for medical necessity.

• Maintains existing restrictions on nighttime driving (11:00 p.m. to 5:00 a.m.) and motorcycle passenger transport, with exceptions for employment, school, religious activities, or medical necessity.

• Exempts active members of volunteer fire companies, ambulance services, and Safe Ride program drivers from passenger and nighttime restrictions.

• Establishes penalties of a 30-day license suspension for first violations and six-month suspension (or until age 18) for second violations of the graduated license restrictions.

• Takes effect October 1, 2012.
