Repeals and replaces subsection (f) of section 10-266aa regarding transportation grants for Open Choice Program participants, effective July 1, 2012.

Changes the fiscal year reference from 2003 to 2013 and each fiscal year thereafter for determining transportation grant amounts.

Caps transportation grants at $2,000 per student transported, replacing the previous formula of $3,250 per student with discretionary adjustments by the Commissioner of Education.

Requires the Department of Education to provide grants to regional educational service centers or local/regional boards of education for reasonable transportation costs.

Mandates regional educational service centers provide transportation services to high school students participating in supervised extracurricular activities, with student counts determined as of September 1 each fiscal year.
