Allows the State Board of Education to authorize the Commissioner of Education to reconstitute a local or regional board of education for up to five years after required training completion.

Suspends the electoral process for a board of education during the period of reconstitution and establishes a three-year initial term for appointed board members.

Requires the commissioner to notify the town clerk(s) and Secretary of the State within 175 days before the reconstitution period ends, after which the electoral process resumes for regular board elections.

Permits the commissioner to reappoint or appoint new board members for two-year terms if the district fails to show adequate improvement after the initial three-year term.

Defines "electoral process" to include political party nominations, nominating petitions, write-in candidacies, and filling of board vacancies.
