Requires the Commercial Recording Division of the Secretary of the State to establish an electronic business portal for business registration purposes effective October 1, 2012

Portal shall provide explanatory information and electronic links from state agencies, quasi-public agencies, and other entities including the Labor Department, Workers' Compensation Commission, Department of Economic and Community Development, Connecticut Development Authority, Small Business Administration, and others to assist businesses with permitting, licensing, revenue responsibilities, and financial incentives

Establishes a business data collection center within the electronic portal to serve as the state's central repository for business and economic-related data

Secretary of the State shall consult with state agencies, quasi-public agencies, and nongovernmental organizations including the University of Connecticut School of Business to determine what data to collect and design collection methods

Entities transacting business in the state must supply requested data in conjunction with their annual filing and reporting requirements to the Secretary of the State, with compiled data made available to the general public and economic development organizations
