Repeals and replaces Section 14-315 of the general statutes regarding the Commissioner of Emergency Services and Public Protection's duties on highway safety.

Commissioner shall develop and implement a strategic highway safety plan by July 1, 2013, designed to substantially reduce vehicle-related fatalities and injuries on state highways.

Defines "state highway" as having the same meaning provided in section 13a-1.

Commissioner must report to the joint standing committee on public safety by January 9, 2013, on progress made in developing and implementing the strategic plan.

Maintains existing commissioner responsibilities to coordinate among state departments, study highway safety problems, and conduct safety education programs and campaigns.
