Expands the definition of "crane" effective October 1, 2014, to include power-operated equipment with manufacturer's maximum rated hoisting capacity exceeding 2,000 pounds (reduced from previous thresholds) and adds 19 specific types of cranes and variations thereof.

Requires crane and hoisting equipment operators to pass both written and practical examinations, with written exams testing knowledge of equipment operation, load calculations, and safety procedures, and practical exams testing shift inspection, operational skills, and safe shutdown procedures effective October 1, 2014.

Establishes licenses valid for two years with mandatory re-examination every four years prior to renewal effective October 1, 2014.

Creates detailed apprenticeship requirements including mandatory direct supervision by a licensed operator, prohibition on work near power lines, personnel hoisting, multiple equipment lifts, and multi-lift rigging operations.

Increases maximum civil penalty for violations from $1,000 to $3,000 and prohibits license renewal for operators with unpaid penalties effective October 1, 2014.
