Establishes a class B misdemeanor for any person who knowingly has the reasonable ability to comply with a mandatory evacuation order issued by the Governor or a chief executive officer of a town, city, or borough, but wilfully fails to do so, effective October 1, 2012.

Makes a person liable for costs incurred by governmental or nonprofit agencies conducting rescue efforts if the person knew of the evacuation order, could reasonably comply, wilfully failed to comply, and endangered their own or another person's physical safety as a result.

Requires that liability for rescue costs apply only when the non-compliant person engaged in an activity or took a course of action that a reasonable person would not have taken, or failed to take an action that a reasonable person would have taken.

Applies to evacuation orders issued by the Governor under general statutes section 28-9 or by local officials pursuant to municipal ordinances or police powers.
