Defines "emerging contractor" as a contractor who has not been prequalified under state law and cannot obtain bonding required to bid on public construction projects for the state or municipalities (excluding highways, bridges, and DOT projects).

Defines "contract" as an agreement for public work estimated to cost over $500,000 and funded wholly or partly by state funds.

Requires the Commissioner of Administrative Services, in consultation with the Commissioners of Construction Services, Transportation, Economic and Community Development, and the Labor Commissioner, to submit a feasibility report to the legislative labor and public employees committee by February 1, 2013.

Report must analyze the feasibility of alleviating bond requirements for emerging contractors and establishing a surety bond assistance program to help emerging contractors compete for public works contracts.
