Permits electric, gas, telephone, and water companies to terminate service to nonresidential accounts on Fridays when business offices are open the following Saturday.

Allows termination to residential accounts on Fridays when business offices are open Saturday, adequate payment centers are available, and termination personnel can accept noncash payments, subject to Public Utilities Regulatory Authority determination.

Extends receiver appointment provisions to nursing home facilities in addition to residential dwellings, allowing utility companies to petition courts to appoint receivers for resident care fees when facility operators default on utility bills.

Requires a 60-day moratorium on service termination to nursing home facilities after filing a receiver petition, unless the petition is denied.

Takes effect July 1, 2012.
