Establishes a task force effective from passage to study the Connecticut Resources Recovery Authority, including its control of the Mid-Connecticut Project facility, composition, financial relationships, and operational performance.

Task force membership includes five municipal officials appointed by legislative leaders and the Governor, two legislative committee chairs and ranking members, the Commissioner of Energy and Environmental Protection, and the authority's board chairperson.

Task force must submit findings and recommendations to the General Assembly no later than January 1, 2013, and terminates upon report submission or January 1, 2013, whichever is later.

Restructures the Connecticut Resources Recovery Authority's board of directors effective October 1, 2012, from 11 to 13 directors: five appointed by state officials, three elected representatives from larger municipalities, one Hartford representative, and four elected representatives from smaller municipalities.

Eliminates the steering committee structure, establishes an eight-year consecutive service limit for directors, and requires the board to elect its own chairperson for a term of two to four years.
