Expands eligibility for the Silver Alert clearinghouse to include missing persons who are 18+ with mental impairment or 65+ years old, with reports filed by relatives, guardians, conservators, health care representatives, nursing home administrators, or certified Department of Mental Health and Addiction Services employees

Allows certified employees of the Department of Mental Health and Addiction Services to file missing person reports on behalf of patients missing from inpatient facilities, with authorization from the Commissioner

Requires attestation under penalty of perjury that a missing person meets age and mental impairment criteria, with no additional proof required

Mandates immediate notification to the clearinghouse or law enforcement if a missing person's location is determined

Permits the clearinghouse to assist in locating other missing persons beyond children and those in the primary eligibility categories, subject to available resources
