Amends section 1-84 of the general statutes to allow state employees and their immediate family members to contract with the state for services provided by Connecticut Technical High School System students without requiring an open and public bidding process.

Permits such contracts valued at one hundred dollars or more when students perform services related to their vocational, technical, or technological education and training at a school in the regional vocational-technical school system.

Requires the superintendent of the regional vocational-technical school system to establish an open and transparent review process for any contracts entered into under this exemption.

Effective July 1, 2012, and does not eliminate the existing prohibition on executive heads of agencies or quasi-public agencies from entering into contracts with their own agencies.
