Changes terminology in section 4b-23(m) from "section" to "subsection" regarding renewable energy requirements for state building construction plans.

Modifies section 17a-219c(a) to clarify that Family Support Council administrative costs are governed by sections 17a-219a and 17a-219b, removing redundant language.

Removes provision stating Commission on Aging is within the Legislative Department; establishes that executive director and staff are employed by Joint Committee on Legislative Management effective from passage.

Revises section 9-612(h)(1) to require state agencies to submit monthly updates to State Elections Enforcement Commission on state contractors and solicitations by the fifteenth day of each month.

Makes technical corrections to elections statutes regarding organization expenditure reporting, primary election registry lists, registrar definitions, and unofficial checker appointments, effective July 1, 2012.
