Establishes a task force to study suitable locations for regional composting facilities to support Public Act 11-217 and recommend siting criteria.

Task force composition includes 9 members: two planning/development appointees (one from a private facility generating 100+ tons of source-separated organic materials annually), two environment committee appointees (one handling food waste), Commissioner of Energy and Environmental Protection or designee, and representatives from five resource recovery authorities and the Connecticut Chapter of American Planners.

Commissioner of Energy and Environmental Protection or designee serves as chairperson and must schedule the first meeting within 60 days of the effective date.

Task force must submit a report with findings and recommendations to the joint standing committees on environment and planning/development by January 1, 2013.

Task force terminates on the date it submits its report or February 1, 2013, whichever is later.
