Requires the Commissioner of Energy and Environmental Protection to develop a comprehensive training program for inland wetlands agency members and agents, a basic training program for new members appointed or elected on or after January 1, 2014, and an annual update training program for agents, with basic training available online and as classroom courses.

Mandates that any inland wetlands agency member first appointed or elected on or after January 1, 2014, must complete the basic training program, which may be taken online or in-person.

Allows towns with multiple new inland wetlands agency members in a calendar year to apply for vouchers from the Commissioner to cover registration fees for additional members' online basic training, funded from penalties collected under wetlands violation statutes.

Requires inland wetlands agencies to post annually a list of all members and their completed training, and submit a copy to the Commissioner; agencies must also hold at least one annual meeting summarizing training provisions and new laws.

Directs that civil penalties collected from wetlands violations be used for wetlands restoration, inventory, comprehensive training programs, and voucher costs for the online basic training program.
