Allows structural erosion mitigation measures for cemeteries and burial grounds within coastal areas when necessary and unavoidable, with no feasible less environmentally damaging alternatives available.

Permits applicants under Section 401 of the federal Water Pollution Control Act to request a hearing within 30 days of the commissioner's tentative determination, which the commissioner must grant if timely submitted.

Allows persons aggrieved by the commissioner's final decision on Water Pollution Control Act applications to appeal to Superior Court in accordance with section 4-183.

Requires the commissioner to hold a public hearing upon receipt of a written request from the applicant or a petition signed by 25+ persons for applications meeting specified criteria.

Adds appeal rights to Superior Court for persons aggrieved by the commissioner's final decision on coastal permit applications under section 22a-361.
