Prohibits performing body piercing on unemancipated minors under 18 years old without written permission from the minor's parent or legal guardian.

Prohibits enlarging or inserting a device to enlarge any body piercing or ear lobe piercing on unemancipated minors under 18 years old without written parental or legal guardian permission.

Defines "body piercing" as piercing or creating a channel through any part of the body other than the ear lobe for inserting a decorative object, and "ear lobe" as the lower portion of the auricle without cartilage.

Authorizes municipal health authorities and district departments of health to enforce these provisions within their available resources.

Effective October 1, 2012.
