Changes Commissioner of Public Health inspections of day care centers, group day care homes, and family day care homes from periodic to annual inspections, effective October 1, 2012.

Requires Commissioner of Public Health to report annually to relevant legislative committees on inspection results, starting January 1, 2013.

Mandates annual inspections of licensed family day care homes rather than allowing discretionary unannounced visits to only one-third of licensed homes each year.

Maintains existing requirements for lead poisoning inspections and chemical analysis of paint chips during initial licensure investigations.

Preserves provision that licensed family day care homes are not subject to local official conditions beyond those imposed by the state department if they comply with applicable local codes and ordinances.
