Establishes a task force to study the Medicaid for Low-Income Adults program and medication administration by unlicensed home health care agency personnel.

Task force shall examine the effectiveness of the Medicaid program and the feasibility of certifying unlicensed personnel to administer medication to clients.

Task force comprises 9 members: 2 appointed by House Speaker, 2 by Senate President Pro Tempore, 1 each by House and Senate majority leaders, 1 each by House and Senate minority leaders, and the Commissioner of Social Services or designee.

All appointments must be made within 30 days of the act's effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the joint standing committee on appropriations by January 1, 2013, and terminates upon report submission or January 1, 2013, whichever is later.
