Expands the Legislative Regulation Review Committee's authority to review any agency regulation to determine if it is obsolete, outdated, or too onerous on persons required to comply with it.

Requires the committee to schedule a public hearing where the agency and public may provide testimony about the regulation under review.

Permits the committee to direct an agency to amend or repeal a regulation if the committee determines it meets the criteria of being obsolete, outdated, or too onerous, provided the relevant joint standing committee is notified.

Takes effect upon certification by the Secretary of the State that voters have approved a constitutional amendment allowing the General Assembly or its committees to direct agencies to amend or repeal administrative regulations.
