Directs the Commissioner of Social Services to disregard federal Aid and Attendance pension benefits for veterans and surviving spouses when determining income eligibility for Medicare savings, medical assistance, and energy assistance programs, effective July 1, 2012.

Exempts Aid and Attendance pension benefits from income calculations for cash assistance under the temporary family assistance program.

Excludes Aid and Attendance pension benefits from income eligibility determinations for the Medicare Savings Program, ConnPACE prescription drug program, and state-funded home care programs for the elderly.

Applies the Aid and Attendance pension benefit disregard to the state-administered general assistance medical assistance program and the Medicaid program for low-income adults.

Authorizes the Commissioner of Social Services to seek approval of amendments to the state Medicaid plan or federal waivers, if necessary, to implement these income disregards.
