Establishes Medicaid eligibility at 143% of the temporary family assistance program benefit amount, pending federal waiver approval, with coverage for children under 19 at 185% of federal poverty level without asset limits.

Prohibits institutionalized individuals from being deemed ineligible for Medicaid solely due to a single disqualifying noncash asset; grants applicants 45 days to liquidate such assets, after which the state may approve Medicaid with a lien against the disqualifying asset.

Presumes asset transfers are made to obtain or maintain Medicaid eligibility; creates a debt owed to the Department of Social Services equal to medical assistance payments during the penalty period or fair market value of transferred assets, whichever is higher, plus potential penalties up to double the debt amount for intentional transfers.

Authorizes the Commissioner of Social Services to request proposals from private entities for debt collection management related to nursing home care to maximize recovery efforts and minimize state costs.

Allows nursing facilities to request retroactive and continued Medicaid payments if a resident has resided for at least 90 days without payment and the facility made reasonable collection efforts.
