Changes the deadline for the Commissioner of Economic and Community Development to prepare an economic strategic plan from July 1, 2009 to January 1, 2014, and from every five years to every four years thereafter.

Simplifies the consultation requirement to allow the commissioner to consult with "any state agency" deemed appropriate, removing the previous specific list of required agencies and officials.

Removes detailed requirements for regional consultation, workforce investment strategies review, and regional forums, replacing them with a simpler requirement to "provide opportunities for public input."

Reduces the number of required plan components from 13 to 7 by eliminating specific mandates for urban jobs programs review, enterprise zones analysis, and matching grant program assessment.

Removes the Governor's approval requirement and instead directs the commissioner to submit the plan directly to relevant General Assembly committees and post it on the Department's website within 30 days.
