Revises funeral service contract definitions and requires funeral establishments to provide consumers with a fact sheet from the Department of Consumer Protection before signing contracts, effective July 1, 2013.

Establishes the Connecticut Funeral Service Contract Guaranty Fund, funded by retaining $10 from each funeral establishment licensing fee, to compensate consumers when funeral homes fail to deposit prepaid funds in escrow accounts as required.

Creates a claim process through the Commissioner of Consumer Protection allowing purchasers or beneficiaries to seek payment from the guaranty fund if a funeral establishment refuses to honor a contract and refuses to deposit funds properly.

Prohibits funeral establishments from receiving new or renewed licenses until repaying any amounts paid from the guaranty fund plus interest.

Requires at least one public board or commission member and one professional member to preside over hearings conducted by professional boards and commissions regulated by the Department of Public Health, effective October 1, 2012.
