SB 418 Summary

• Adopts the Uniform Electronic Legal Material Act (effective July 1, 2013), establishing procedures for official publishers to designate electronic records as official versions of Connecticut's Constitution, statutes, regulations, and court decisions with authentication and preservation requirements.

• Adopts the Uniform Certificate of Title for Vessels Act (effective January 1, 2015), creating a statewide vessel titling and registration system administered by the Department of Motor Vehicles for vessels where Connecticut is the state of principal use.

• Establishes requirements for vessel certificate of title applications, including hull identification number, vessel description, owner information, and security interests, with provisions for both written and electronic certificates.

• Creates a perfection system for security interests in vessels through Department of Motor Vehicles filing, including procedures for termination statements, secured party transfers, and transfer-by-law statements.

• Sets Department of Motor Vehicles fees ranging from $10 to $25 for various filing, search, and certification services, and establishes criminal penalties of $500-$1,000 fines and/or 1-5 years imprisonment for fraudulent certificate alteration or false statements.
