Establishes fee schedule for service of process in domestic violence restraining order cases: $60 for personal service and $30 for abode service, paid by the Judicial Branch, effective October 1, 2012.

Requires proper officers to attempt personal service before leaving copies at respondent's usual place of abode, with detailed documentation required in the return of service.

Creates alternative service of process methods for incarcerated persons filing civil actions against the state: certified mail to the Attorney General or delivery to a designated Department of Correction employee who uses interagency mail.

Permits courts to waive court fees and service of process costs for indigent parties when the matter is not frivolous, effective October 1, 2012.
