Commissioner of Public Health shall develop and implement a pilot program for electronic prescribing system effective October 1, 2012, allowing electronic generation and transmission of prescriptions between health care providers and pharmacists.

Pilot program includes messaging capabilities to alert providers when patients are prescribed duplicative or contraindicated drugs or fail to timely refill maintenance drug prescriptions.

Commissioner shall develop a standardized prior authorization form for use by all health insurance companies, applicable to both electronic and paper-based authorization requests.

Pilot program shall provide hardware, software, and connectivity capabilities for health care providers to participate in the electronic prescribing system.

Commissioner must evaluate the pilot program by October 1, 2013, to assess improved health outcomes and cost efficiencies, with results reported to the joint standing committee on public health within 30 days; program terminates upon submission of report or January 1, 2014, whichever is later.
