Expands the definition of "minority business enterprise" to include women-owned businesses in addition to minority-owned, disability-owned, and nonprofit businesses.

Adds a new definition of "minority" specifying Black Americans, Hispanic Americans, persons from the Iberian Peninsula, Asian Pacific Americans, and American Indians.

Requires state agencies and political subdivisions to set aside at least 25 percent of total contract value annually for small contractors, with at least 25 percent of those set-asides reserved for minority business enterprises.

Mandates that at least 50 percent of contracts reserved for minority business enterprises must go to businesses owned by members of a racial or ethnic minority group.

Takes effect July 1, 2012, amending sections 4a-60g(a) and (b) of the Connecticut General Statutes.
