Amends the definition of "governmental function" in Connecticut General Statutes Section 1-200(11) effective from passage.

Changes the phrase "shall not include" to "does not include" in the definition, a grammatical technical revision.

Maintains the substantive criteria for governmental function: public agency funding, significant agency involvement or regulation, and participation in formulating governmental policies that bind the agency.

Clarifies that mere provision of goods or services to a public agency without delegated responsibility to administer or manage a program does not constitute a governmental function.
