Repeals and revises subsection (d) of section 1-80 to clarify that the board chairperson presides at meetings except in specified circumstances and that a majority vote is required for board action.

Reorganizes section 1-81 to restructure the Office of State Ethics responsibilities, changing references from "commission" to "Office of State Ethics" throughout.

Renumbers subsections within section 1-81 to consolidate provisions regarding board duties, contractual agreements, and employment of the executive director, general counsel, and ethics enforcement officer.

Establishes that the legal division and enforcement division operate within the Office of State Ethics, with the general counsel overseeing the legal division and the ethics enforcement officer supervising the enforcement division.

Effective October 1, 2012 for all changes to sections 1-80 and 1-81.
