Amends Connecticut General Statutes Section 21a-317 to require practitioners distributing, administering, or dispensing controlled substances to obtain a certificate of registration from the Commissioner of Consumer Protection.

Requires practitioners to register for access to the electronic prescription drug monitoring program established under Section 21a-254 in the manner prescribed by the commissioner.

Effective date is October 1, 2012.
