Establishes procedures for the State Elections Enforcement Commission to investigate complaints of misconduct, neglect of duty, or incompetence by registrars of voters and seek their removal through Superior Court proceedings.

Grants the State Elections Enforcement Commission authority to investigate registrars of voters and modifies the commission's membership structure, including staggered appointment terms beginning July 1, 2011, and limiting consecutive service to two terms.

Changes the method for notifying convicted felons of voter registration removal from certified mail to notice sent in care of the Department of Correction.

Requires town clerks to file consolidated election returns with the Secretary of State within 21 days of each regular state election in electronic format when possible, with a $20 fine for non-compliance.

Requires town clerks to submit voting district boundary maps to the Secretary of State within 30 days of any change to district divisions, with a $20 fine for failure to comply.
